This book is the strangest entry in the collection from 2008 presidential candidates. The bulk of the book comprises a collection of letters written by Chris Dodd's father, while he served as a Nuremberg prosecutor in 1946 (the Nuremberg trials were an international tribunal to try the Nazi leaders for war crimes). Chris Dodd's father was also a Senator, and the senior Dodd wrote in detail about the events as well as his feelings about them.

Why would a presidential contender publish this book in the middle of a campaign? The publication date lends a hint: it was published on 9/11/2007, the sixth anniversary of the terrorist attack. Presumably Sen. Dodd considers some sort of international tribunal to be a means to reconcile the end of the War on Terror, or something like that. Frankly, we are at a loss to explain why, mid-campaign, Dodd chose THIS book, instead of a memoir of his own career, or a policy book.

The book DOES contain some policy prescriptions, mostly in the introductory sections. Most of the excerpts come from there. The rest of the book contains letters, verbatim, without individual commentary.
